E. DAVID BROCKMAN serves as Of Counsel to our firm. In that capacity, he handles matters for clients who have disputes with state government and its departments, boards, and agencies, including, most importantly, tax disputes with the Michigan Department of Treasury. Mr. Brockman works extensively in the Michigan Tax Tribunal as well as other state administrative forums. He also handles tax matters involving the Internal Revenue Service.
Prior to his joining Jacob & Weingarten, Mr. Brockman served as an Assistant Attorney General for the State of Michigan, representing the Michigan Department of Treasury in all state trial and appellate courts as well as the federal courts. At the time of his retirement from state service, Mr. Brockman was the assistant in charge of the Attorney General's Collection and Tax Enforcement Division and served as a principal advisor to the State Treasurer, Deputy Treasurers, Commissioner of Revenue and several divisions of the Department of Treasury. He was lead counsel in several important decisions rendered by the Michigan Supreme Court.
Mr. Brockman received his Juris Doctor cum laude from Wayne State University in 1968, and holds a Masters degree from Kent State University (1962) and a Bachelors degree from Vanderbilt University (1958). He is admitted to practice in all Michigan courts and the Supreme Court of the United States, the Court of Appeals for the Sixth Circuit and the United States District Court for the Eastern District of Michigan.
He holds membership in the American Bar Association, the Detroit Bar Association, and the American Judicature Society. He was elected to the Representative Assembly of the State Bar of Michigan in 1985 and served in that body for two years. In 1990, he retired from the United States Army Reserve as a Judge Advocate with the rank of Colonel.
